Saturday morning, Central Committee: The meeting decided to expel the Belarus affiliate AAM (see page 4). Delegates also unanimously decided to designate Hiroshi Kamada as Assistant General Secretary of the IMF.
Sunday evening, Opening Ceremony: The ceremony, produced by the host organisation GMT, included videos and dance performances. Jürgen Peters, IG Metall and IMF President, spoke first and was followed by Marcello Malentacchi, IMF General Secretary, Rudi Nürnberger, GMT President, and the President of Austria, Heinz Fischer.
Monday morning: Jürgen Peters opened the Congress and Fritz Verzetnitsch, President of the Austrian Trade Union Federation welcomed delegates to Austria. The proposed agenda was adopted and obituaries were read and honoured. Following the election of congress chair persons, the plenary decided on four Congress committees, including the Resolutions Committee which was composed of representatoves from Argentina, Canada, Ghana, India, Italy, Nordic Countries, Ukraine and the United Kingdom. Marcello Malentacchi submitted the Report of the Secretariat. His presentation was followed by a debate.
Monday afternoon: Peter Scherrer, newly elected General Secretary of the European Metalworkers’ Federation, spoke. The proposed amendments to the Rules were reported by Jens Bundvad, CO-Industri, Denmark, representing the IMF Rules Committee. Marcello Malentacchi outlined the proposed changes to the rules in detail and a debate followed. Congress voted to accept the changes. Congress elected Jürgen Peters as President of the IMF and Marcello Malentacchi as General Secretary. Congress also elected a new IMF Executive, including eight women (see page 8 for the full list). Congress accepted agreed on the membership of the IMF Auditing Committee. The newly elected IMF Executive met for the first time on Monday afternoon and elected Tom Buffenbarger, President of the International Association of Machinists and Aerospace Workers (IAM) as Vice President of the IMF.
Tuesday morning: Alfred Gusenbauer, Chairman of the Austrian Social Democratic Party addressed Congress, followed by Sharan Burrow, President of the International Confederation of Free Trade Unions (ICFTU) and also President of the Australian Council of Trade Unions. The adoption of the revised Action Programme, which took place over Tuesday and Wednesday, was introduced by Marcello Malentacchi, who spoke about Chapters 1 and 2. After a debate, Congress adopted these Chapters. Adrie Papma, Director of Alliance Building at Oxfam, Netherlands, spoke. Starting now and throughout Tuesday and Wednesday, a number of resolutions were introduced, discussed and adopted, see the full list to the right. Fred Van Leeuwen, General Secretary of Education International and current chair of the Global Unions Federation addressed the Congress.
Tuesday afternoon: Mari-Ann Krantz, President of Sif, Sweden, introduced section 3.1 and 3.2 of the Action Programme. Her introduction was followed by a Round Table discussion on “Meeting the challenges of Offshoring”. Participants were Emilía Valente, CNM-CUT, Brazil, Elizabeth Bunn, UAW, USA, Göran Johnsson, Swedish Metal, Sweden and Silumko Nondwangu, Numsa, South Africa. The round table (as well as the two that followed later) was moderated by the British journalist Robert Taylor. The relevant sections of the Action Programme were discussed, then adopted.
Wednesday morning: IMF Assistant General Secretary Brian Fredricks introduced section 3.3. of the Action Programme. His introduction was followed by a speech from Janet Barzola, CNMM Peru and a Round Table discussion on “Improving the work environment”. Participants were Ken Neuman, USW, Canada, Paul Bastian, AMWU, Australia, Sanjay Vadhavkar, SMEFI, India and Marcel Grignard, FGMM-CFDT, France. The relevant section of the Action Programme was discussed, then adopted.
Wednesday afternoon: IMF President Jürgen Peters introduced section 3.4 of the Action Programme. His speech was followed by a Round Table discussion on “Fighting for social justice”. Participants were Gianni Rinaldini, FIOM-CGIL, Italy, Nobuaki Koga, IMF-JC, Japan, Francisco Gutiérrez, UOM, Argentina and Peggy Nash, CAW, Canada. The relevant section of the AP was discussed, then adopted. The whole IMF Action Programme was adopted. After introducing and adopting more resolutions, Jürgen Peters said farewell to people that have left the IMF since the last Congress. A closing ceremony, with dancing and music and produced by host organisation GMT took place. Jürgen Peters closed the congress.
